PROBLEM TO BE SOLVED: To provide an oil-in-water-type emulsified cosmetic good in moisturizing ability, feeling in use, and emulsion stability.SOLUTION: The oil-in-water-type emulsified cosmetic comprises: (A) one or more kinds selected from polyoxyethylene sorbitol fatty acid ester 10-15 in HLB number (B) one or more kinds selected from polyoxyethylene hydrogenated castor oil (C) one or more kinds selected from 12-22C higher alcohol and/or 12-22C fatty acid monoglyceryl (D) phospholipids containing 20 mass% or more of phosphatidylinositol and 30 mass% or more of phosphatidylethanolamine and (E) water.
