The present invention relates to a method of manufacturing capsules containing grain vinegar and cicada larva, and capsules manufactured thereby. More specifically, the method comprises the followings steps of: adding filler to grain vinegar materials manufactured by fermenting and filtrating grain vinegar, and agitating the mixture mixing cicada larva powder manufactured by drying and pulverizing cicada larva materials with grain vinegar powder manufactured by aging and spray-drying the mixture and encapsulating the mixture.
