PROBLEM TO BE SOLVED: To provide a prophylactic or a therapeutic agent for hypertension, which can suppress a rise in blood pressure or lower blood pressure, and an oral composition mixed with the prophylactic or the therapeutic agent for hypertension.SOLUTION: A prophylactic or a therapeutic agent for hypertension includes a rice bran water dispersion that is heat-treated at a temperature higher than 100°C and treated with an enzyme of pectinase, mannanase, optionally further cellulase and/or chlorogenic acid esterase.
