The present invention relates to: a skin-permeating carrier containing a novel-structured nucleic acid complex for enabling a bioactive nucleic acid to be introduced into a cell； and a composition comprising same, for diagnosing, preventing or treating diseases. More specifically, the present invention relates to: the skin-permeating carrier exhibiting skin permeability and skin retention, and containing a nucleic acid complex having a bioactive nucleic acid complementarily bound with a carrier peptide nucleic acid； and the composition comprising same, for diagnosing, preventing or treating diseases. According to the present invention, the skin-permeating carrier containing the nucleic acid complex having a structure represented by structural formula (1): A ≡ C^(+) has, simultaneously, in vivo efficacy and a skin permeation function for effectively delivering a drug having a large molecular weight. Especially, the carrier, according to the present invention, enables the bioactive nucleic acid or various compounds to pass through epidermis and dermis of skin, thereby enabling external treatment whereby the carrier is applied on the surface of skin.본 발명은 생활성 핵산을 세포 내에 도입할 수 있는 새로운 구조의 핵산 복합체를 함유하는 피부 투과성 전달체 및 이를 포함하는 질병의 진단, 예방 또는 치료용 조성물에 관한 것으로, 더욱 상세하게는, 생활성 핵산과 캐리어 펩티드 핵산이 상보적으로 결합된 핵산 복합체를 함유하며, 피부 투과성 및 피부 잔류성을 갖는 피부 투과성 전달체 및 이를 포함하는 질병의 진단, 예방 또는 치료용 조성물에 관한 것이다.본 발명에 따르면, 구조식 (1)의 구조를 가지는 핵산 복합체를 함유하는 피부 투과성 전달체는 큰 분자량의 약물을 효과적으로 전달하기 위한 피부 투과 기능과 체내 유효성을 동시에 가진다. 본 발명에 따른 전달체는 특히, 생활성 핵산 또는 여러 화합물의 피부 표피 및 진피 통과를 가능하게 하여, 피부 표면에 도포하는 외용적 처치를 가능하게 한다.
