The present invention relates to: a skin-permeating carrier containing a novel-structured nucleic acid complex for enabling a bioactive nucleic acid to be introduced into a cell； and a composition comprising same, for diagnosing, preventing or treating a disease. More specifically, the present invention relates to: a skin-permeating carrier exhibiting skin permeability and skin retention, and containing a nucleic acid complex having a bioactive nucleic acid complementarily bound with a carrier peptide nucleic acid； and a composition comprising same, for diagnosing, preventing or treating a disease. According to the present invention, the skin-permeating carrier containing the nucleic acid complex having a structure represented by structural formula (1) has, simultaneously, in vivo efficacy and a skin permeation function for effectively delivering a drug having a large molecular weight. Especially, the carrier, according to the present invention, enables the bioactive nucleic acid or various compounds to pass through the epidermis and dermis of skin, and thus enables external treatment whereby the carrier is applied on the surface of skin.
