According to an aspect of the present invention, a system for predicting a meteorological disease and insect damage based on ICT comprises: a memory for storing a program for providing an ICT-based meteorological disease and insect damage predicting module； and a processor for executing the program. According as the program is executed, the processor collects weather data from a database, calculates a humidity sustained time from the collected weather data, calculates a cumulative temperature, predicts the probability of occurrence of a disease and insect damage based on the calculated humidity sustained time and cumulative temperature by using a disease and insect damage model and an insect damage model, sets a proper time for control on the basis of the predicted result, and transmits a notification of the probability of occurrence of the disease and insect damage to a user in accordance with a disease and insect damage condition.COPYRIGHT KIPO 2018본 발명의 일면에 따른 ICT 기반 기상 관련 병충해 예측 시스템은, ICT 기반 기상 관련 병충해 예측 모듈을 제공하기 위한 프로그램이 저장된 메모리； 및 상기 프로그램을 실행시키는 프로세서를 포함하되, 상기 프로세서는 상기 프로그램을 실행시킴에 따라, 데이터 베이스로부터 기상 데이터를 수집하고, 수집한 기상 데이터로부터 지습 시간을 산출하고, 적산 온도를 산출하고, 산출한 지습 시간 및 적산 온도를 이용하여 병충해 모델 및 충해 모델을 이용하여 병충해 발생 가능성을 예측하고, 예측된 결과를 토대로 방제 적기 설정하고, 병충해 상황에 따라 사용자에게 병충해 발생 가능성의 알림을 전송하는 것을 특징으로 한다.
