PROBLEM TO BE SOLVED: To cut an upper part of a stem of crops in advance and enable cutting of the lower part later.SOLUTION: A frame 3 mounted on a moving machine 2 includes: a lower cutting mechanism 5 which rotates a lower rotary blade 4 and cuts a lower part of a stem S1 of root crop S an upper cutting mechanism 7 which rotates an upper rotary blade 6 to the same direction with the lower rotary blade 4 and cuts the upper part of the stem S1 and a driving mechanism 9 which drives the upper and lower cutting mechanisms 7 and 5 by power from the motor 8.
