A system 10 including a portable patient report device 11 such as a tablet, slate or laptop computer for use by emergency medical service personnel is connected via a link 13 and communication network 16 such as a telecoms cellular radio mobile, internet or telephone network to an external service 17 to receive configuration information such as standard operating procedures, medical data and operation information. The portable device 11 is provided with a measurement device 12 which may be in the form of a touch sensitive visual display to capture data and it may also communicate with an auxiliary measurement device 14 via a short range communications link 15 to capture desired medical or biomedical data. Information is output by a workflow engine based on received information relating to patient medical or biomedical data and received configuration information.
