PROBLEM TO BE SOLVED: To provide a Soba (Fagopyrum esculentum) extract having a blood pressure lowering effect and effective for a functional health food or a chemical composition.SOLUTION: This invention relates to the functional health food or the chemical composition which contains the novel fermented Soba extract obtained by dividing, at an ODS column, a water-soluble extract of a fermented Soba supernatant obtained by fermenting, by using lactic acid bacteria, an extract of fermented Soba obtained by fermenting a Soba plant, more concretely, the Soba plant, preferably, the crushed product of embryo plant, and the extract or a part of the extract as an effective component.
