PROBLEM TO BE SOLVED: To provide an implement for raising plant-seedling in short-term with which plant seedlings having long roots suitable for fix planting in an area where an underground water-bearing layer containing high-quality aqueous content lies at a depth of≥1 m and further at a depth of≥1.5 m from the ground surface can be raised; to provide a method for raising the plant seedlings in a short term; to provide a fix-planting plant-seedling set; and to provide a method for planting seedlings. SOLUTION: The implement for raising plant-seedling in short-term is provided with a plurality of short cylindrical bodies to each of the bottom opening parts of which a net member preventing plant seedling-raising material from getting off is attached and in each of the inner parts of which raising material is filled, and a connectedly fixing means which connectedly fixes the short cylindrical bodies in layers in a longitudinal direction so as to have a length enough to reach the underground water-bearing layer of the ground for fix planting; wherein the raising material in each of the short cylindrical bodies is regulated to have hardness enabling increase in downward growth rate of the plant seedling fixed to the inside of the upper opening part of the uppermost part of the short cylindrical body of the layered and connected short cylindrical bodies.
