The present invention relates to an oil in water cosmetic composition containing a water phase component and an oil phase component, wherein the water phase component comprises a thickener, which is an acrylate copolymer having the pH of 3, the specific gravity of 1.05 and the viscosity of 10 mPas, and the oil phase component is an oil and may be contained in an amount of 50 to 70 wt% based on the total weight of the cosmetic composition. The oil in water cosmetic composition is a surfactant-free, contains high content of oil, has high temperature stability, increases production efficiency in a low-temperature process during production without using preservatives, and is milder and less irritating by developing formulations with certain preservative effects.본 발명은 수상 성분과 유상 성분을 포함하는 수중유형 화장료 조성물로서, 상기 수상 성분은 점증제를 포함하며, 상기 점증제는 pH가 3이고, 비중이 1.05이고, 점도가 10 mPa·s인 아크릴레이트 코폴리머이고, 상기 유상 성분은 오일이고, 화장료 조성물의 총 중량에 대하여 50 중량% 내지 70 중량% 포함될 수 있다. 무(無)계면활성제이면서 고 함량의 오일을 함유하여 고온 안정도와 제조 시 저온 공정에 따른 생산효율성 증대, 방부제를 쓰지 않고도 소정의 방부 효과를 가지는 제형을 개발하여 보다 마일드하고 저 자극인 장점을 가진다.
