PROBLEM TO BE SOLVED: To solve the problem that when a nonionic surfactant is used to prepare a fine emulsion such as a nano-emulsion or a micro-emulsion, transparent or slightly translucent appearance of the emulsion and stability of the emulsion are damaged.SOLUTION: A cosmetic composition in a state of a nano-emulsion or a micro-emulsion comprises: (a) at least one oil; (b) at least one polyglyceryl fatty acid ester which includes a polyglyceryl part derived from 3 to 6 kinds of glycerin, more preferably 5 to 6 kinds of glycerin; (c) at least one hydrotrope; and (d) water. The cosmetic composition has a dispersed phase of which diameter is smaller because of the combination of (b) the polyglyceryl fatty acid ester and (c) the hydrotrope. Therefore, the cosmetic composition can be in a state of the nano-emulsion or the micro-emulsion which is transparent or slightly translucent.
