PROBLEM TO BE SOLVED: To provide an aerosol composition that is highly safe against fire, causes at least a portion of a jetted material to freeze and leaves no residue of the jetted material, and an aerosol product using the aerosol composition.SOLUTION: The aerosol composition contains water and a hydrofluoroolefin, where the composition contains 0.1-10 mass% of water and the water and the hydrofluoroolefin are separated. The aerosol product includes the aerosol composition and an aerosol apparatus equipped with an aerosol valve that allows jetting of only the liquid phase of the aerosol composition, where the jetted amount of the aerosol composition is 2.8-10 g/s.
