PROBLEM TO BE SOLVED: To enable easy initial registration of a target contained in a video with a simulation image in an image registration device, method, and program.SOLUTION: A first registration unit 24 performs first registration, namely, registration of an intraoperative video L0 with a simulation image S0. At this time, a display 15 displays a boundary image B0 showing a boundary of the simulation image, the boundary image being superimposed on the intraoperative video. An operator registers a target in the intraoperative video with the boundary image B0.
