An O/W emulsion composition having fine emulsion particle diameters is provided by a method using a higher aliphatic alcohol and an anionic surfactant that forms an α-gel in water, said method being excellently easy and economical and exhibiting excellent environmental suitability. A method for producing an O/W emulsion composition of the present invention is characterized by comprising: a step for preparing an O/W emulsion part by emulsifying, at a temperature of 80˚C or more, an oil phase that contains (A) a higher aliphatic alcohol having 12-26 carbon atoms and (B) an oil component and some of an aqueous phase (a first aqueous phase) that contains (C) an anionic surfactant that is capable of forming an α-gel in water together with the component (A), (D) a specific alkylene oxide derivative and (E) water and a step for cooling the emulsion part by stirring and mixing the emulsion part with the rest of the aqueous phase (a second aqueous phase) that is at 10-35˚C.
