The present invention relates to a forest seedling inspection instrument and a forest seedling inspection method using the same wherein a diameter of a root collar and ganjang (a length from the ground to an end of a stem of a seedling) can be measured at the same time by a one-time inspection process and inspection of a seedling can be performed in a more correct and easier manner and quality of a forest seedling is increased by significantly reducing time consumed for inspection work and labor costs can be also reduced. The forest seedling inspection method comprises a seedling to be inspected to enable a diameter of a root collar and ganjang based on a six-step standard with respect to 80 kinds of trees for forest and 145 seedlings to be measured by a one-time inspection process； attaching six root collar diameter measuring devices based on each six-step standard to root collar diameter measuring locations of an inspection fixation frame in accordance with a relevant seedling size (a size table)； moving and fixating a moving-type line of seven ganjang range display to a relevant ganjang location of a left and right ruler of the inspection fixation frame based on the six-step standards of a size of the relevant seedling to be inspected； locating a portion (a root collar diameter) where a root comes in contact with a stem of the seedling to the inspected in a root collar diameter measurement groove of the root collar diameter measurement device and moving the portion to a location including an end of the stem of the seedling in six-step ganjang ranges displayed by a black line of the moving-type line； attaching the portion (a root collar diameter measurement portion) where the root comes in contact with the stem of the seedling to the root collar measurement groove (width) of the root collar diameter measurement device in a moved location； and making the portion (a root collar diameter measurement) where the root comes in contact with the stem of the seedling come
