PURPOSE: An Environment-friendly protection cover of street tree is provided to form water storage space by not sorting or minimally processing operations to use the characteristic of coal waste as it is. CONSTITUTION: A perforated sheet(10) has several protrusions(11) with the same height and a permeability hole(13) is formed in the upper of protrusion. A weight layer(20) comprises coal tailing or steel slung which are deposited in the porous plate to not cover the permeability hole. A weight layer consists of mixing coal waste or iron and steel slag of 75-98% of weight and resin of 2-25% of weight. A coated laver(30) is laminated on the weight laver having water permeability by equipping with a gap. A coated layer comprises one of the following. A mixture of resilient rubber chip 80-90% of weight and binder 10-20% of weight by having particle size of 5-10mm. A mixture of resilient rubber chip 75-85% of weight and binder 15-25% of weight by having particle size of 2-4mm. A mixture of cork chip 40-50% of weight and binder 50-60% of weight by having particle size of 2-4mm. A perforated plate is comprised and separated into several to be installed at whole circumference of a street tree.본 발명은, 선별작업 없이 또는 최소한으로 가공작업을 하여 석탄폐석의 특성을 그대로 활용할 수 있어 최소한의 비용으로 석탄폐석을 재활용할 수 있을 뿐만 아니라, 투수성이 없는 석탄폐석 또는 철강슬러그를 활용하면서도 투수성을 확보할 수 있고, 복수개의 조로 이루어지는 가로수 보호덮개의 연결이 용이하고 외부로 노출되지 않으면서도 견고한 친환경 가로수 보호덮개에 관한 것이다.
