The hydrophilic non-ionic surfactant content is 0.2 parts by mass or more with respect to 1 part by mass of the silicone elastomer. If said composition contains an ampholytic surfactant, the ampholytic surfactant content is 1.5 parts by mass or less with respect to 1 part by mass of the glycerin derivative surfactant.
