Disclosed is a capsule formulation for preventing or treating allergic rhinitis and asthma, which comprises two separate layers of: (1) a Montelukast layer comprising montelukast or a pharmaceutically acceptable salt thereof； and (2) a Levocetirizine layer comprising levocetirizine or a pharmaceutically acceptable salt thereof； and a method for the preparation thereof.
