A transdermal or transmucosal composition comprising: - 2% by weight, testosterone, - C-alkanol, - polyalcohol and monoalkyl ether of diethylene glycol, where the composition is essentially free of long chain fatty alcohols, long chain fatty acids and long chain fatty esters acids. 2. A transdermal or transmucosal composition according to claim 1, further comprising at least one of: a gelling agent, a neutralizing agent, a chelating agent and a solvent or any combination thereof. The composition of claim 1, wherein the alkanol is present in an amount of about 5-50 wt.%, The polyalcohol is present in an amount of about 1-30 wt.%, The penetration enhancer is present in an amount of about 0.2-25 wt.%, The gelling agent is present in in an amount of about 0.05-4 wt.%, a neutralizing agent is present in an amount of about 0.05-1 wt.%, and a chelating agent is present in an amount of about 0.001-5.0 wt.% 4. The composition of claim 1, wherein the alkanol is selected from one or more of the group consisting of ethanol, isopropanol and n-propanol. The composition of claim 1, wherein the alkanol is ethanol. The composition of claim 1, wherein the alkanol is ethanol, present in an amount of about 44.0 wt.%. The composition of claim 1, wherein the polyalcohol is propylene glycol. The composition of claim 1, wherein the polyalcohol is propylene glycol present in an amount of about 20.0 wt.%. The composition of claim 1, wherein one or both of diethylene glycol monoethyl ether and diethylene glycol monomethyl ether is present (s).
