Provided is a process for easily producing a powdery cosmetic preparation which is improved in practical characteristics including spreadability on the skin, adhesion, feeling of particulate fineness, and cosmetic persistence and in impact resistance. The process for producing a powdery cosmetic preparation comprises mixing a powdery ingredient with an oily ingredient as a binder, and is characterized in that the mixing is conducted with an apparatus which is a mixer of the facing rotor type. This mixer has a first rotor and a second rotor which each has two or more blades and have been so disposed in a mixing chamber as to face to each other and have respective rotating shafts on the same axis. The raw materials are fed from an introduction opening formed on the first-rotor side, and the first rotor and the second rotor are rotated in the same or opposite directions to thereby mix the raw materials.
