PROBLEM TO BE SOLVED: To provide a liposome-containing composition suppressible of leakage of a water-soluble physiologically active substance involved in the liposome, regardless of high flexibility of a liposome film, and to provide the water-soluble skin cosmetic formed by blending the composition.SOLUTION: The composition which is blended into the water-soluble skin cosmetic contains liposome comprising (A) a phospholipid, (B) a water-soluble physiologically active substance and (C) a branched higher alcohol.
