PROBLEM TO BE SOLVED: To provide a liposome-containing composition which can prepare easily liposome suppressible of leakage of a water-soluble physiologically active substance involved in the liposome, and which can be blended stably into a water-soluble skin cosmetic, and to provide the water-soluble skin cosmetic formed by blending the composition.SOLUTION: The composition which is blended into the water-soluble skin cosmetic contains liposome comprising (A) a phospholipid, (B) a water-soluble physiologically active substance and (C) 1,2-alkanediol.
