PROBLEM TO BE SOLVED: To simply emulsify or solubilize a slightly water-soluble physiologically active substance in water with good dispersion stability and to improve the touch or/and stability of a physiologically active substance in water when used for a cosmetic or an external preparation for skin depending on the kind of the slightly water-soluble physiologically active substance.

SOLUTION: A slightly water-soluble physiologically active substance-phospholipid composite, obtained by removing an organic solvent from a solution in which the slightly water-soluble physiologically active substance and a phospholipid are uniformly dissolved in the organic solvent and simultaneously depositing the slightly water-soluble physiologically active substance and phospholipid, is used. Furthermore, a slightly water-soluble physiologically active substance-sterol-phospholipid composite comprising the sterol is used. The slightly water-soluble physiologically active substance can simply be emulsified or solubilized in water by using the composite. The resultant emulsified or solubilized composition has high dispersion stability. The touch when used in the cosmetic or external preparation for skin or/and stability of the physiologically active substance in water are improved depending on the kind of the physiologically active substance.
