The present invention relates to a secondary fermented composition of rice embryo buds and a method for producing the same, wherein the secondary fermented composition is secondarily fermented using fermentation microorganisms with naturally fermented rice bran as a culture medium composition. The method comprises the steps of: 1) naturally fermenting rice embryo buds or rice husks including rice embryo buds； 2) secondly fermenting the same using fermentation microorganisms in a culture medium including fermented rice embryo buds, rice bran, honey, condroitin sulfuric acid, and yeast extracts； 3) removing fungi by centrifuging a fermented culture fluid, mixing the same with phosphatide, and pulverizing the same through ultrasonic saves； and 4) forming a micelle structure from a pulverized material through a micelle tunneling technique. It has been confirmed that the secondary fermented composition of rice embryo buds has improved skin penetrating, whitening, and moisturizing functions. The secondary fermented composition of rice embryo buds can be usefully used as a raw ingredient for a skin whitening or moisturizing cosmetic composition.본 발명은 자연 발효한 쌀겨를 배지 조성으로 사용하여 발효 미생물을 이용하여 2차 발효시킨 쌀겨의 2차 발효 조성물 및 이의 제조방법에 관한 것으로서, 보다 상세하게는 1) 쌀눈 또는 쌀눈을 포함한 쌀 껍질을 자연발효시키는 단계； 2) 발효쌀눈과 쌀겨, 꿀, 콘드로이틴황산 및 효모 추출물을 포함하는 배지에서 발효 미생물을 이용하여 2차 발효시키는 단계； 3) 발효 배양액을 원심분리하여 균체를 제거한 후, 인지질과 혼합하여 초음파파쇄하는 단계； 및 4) 파쇄물을 멀티셀(Micelle tunneling) 공법으로 마이셀(Micelle) 구조를 형성시키는 단계로 제조된 쌀겨의 2차 발효 조성물이 피부 침투력과 피부 미백 및 보습 기능이 향상된 것을 확인함으로써 이런 쌀겨의 2차 발효 조성물을 피부 미백 또는 보습용 화장료 조성물의 원료로 유용하게 사용될 수 있다.
