The present invention relates to a method for producing an eco-friendly pesticide and fertilizer composition by using liquid sulfur. More specifically, the method includes: a mixture manufacturing step of manufacturing a mixture containing liquid sulfur； a grinding step of grinding the mixture manufactured by the mixture manufacturing step； a refining step of removing impurities contained in the mixture ground by the grinding step； a liposomization step of forming a film by inserting the mixture, refined by the refining step, into a phospholipid mixture, and agitating and heating the mixture； and an agitation step of mixing the mixture with the film, formed by the liposomization step, with purified water and agitating the mixture. The eco-friendly pesticide and fertilizer composition manufactured by the steps has excellent physiological activity and permeability resulting from beta-glucan, as a non-water-soluble sulfur ingredient is liposomized into a phospholipid mixture containing water soluble beta-glucan and phospholipids, and has an enhanced effect of preventing damage from harmful insects and an enhanced microorganism growth effect resulting from the sulfur ingredient.본 발명은 액상유황을 이용한 친환경 농약 및 비료용 조성물의 제조방법에 관한 것으로, 더욱 상세하게는 액상유황이 함유된 혼합물을 제조하는 혼합물제조단계, 상기 혼합물제조단계를 통해 제조된 혼합물을 분쇄하는 분쇄단계, 상기 분쇄단계를 통해 분쇄된 혼합물에 함유된 불순물을 제거하는 정제단계, 상기 정제단계를 통해 정제된 혼합물을 인지질 혼합물에 투입하고 교반 및 가열하여 피막을 형성하는 리포좀화단계 및 상기 리포좀화단계를 통해 피막이 형성된 혼합물에 정제수를 혼합하고 교반하는 교반단계로 이루어진다.상기의 과정을 통해 제조되는 액상유황을 이용한 친환경 농약 및 비료용 조성물은 비수용성인 유황성분을 수용성 베타글루칸 및 인지질이 함유된 인지질혼합물로 리포좀화하기 때문에, 베타글루칸으로 인해 생리활성작용과 침투력이 우수하며, 유황성분으로 인한 병충해 방제효과와 미생물 증식효과가 더욱 향상된다.
