The regulator (3) comprises a main body (3-1) and two lock nuts (3-2), wherein a first installing hole(3-1-1) and a second installing hole (3-1-2) are arranged on the main body (3-1) along the radial direction of the main body (3-1), and the centre line of the first installing hole (3-1-1) and the centre line of the second installing hole (3-1-2) are arranged in a mutually perpendicular way. The vertical post (2) is installed inside the first installing hole (3-1-1) and is locked tight through one of the lock nuts (3-2), and the cross rod (4) is installed inside the second installing hole (3-1-2) and is locked tight through the other one of lock nuts (3-2).
