The present invention provides a plasma sterilization device and a plasma sterilization method. The plasma sterilization device according to an embodiment of the present invention comprises: a packaging container composed of vacuum wrapping paper capable of vacuum sealing a plasma source for supplying a sterilizing agent to the packaging container by producing plasma, wherein the sterilizing agent comprises reactive oxygen and nitrogen species (RONS) and an exhaust pump for exhausting air from the packaging container.본 발명은 플라즈마 멸균 장치 및 플라즈마 멸균 방법을 제공한다. 본 발명의 일 실시예에 따른 플라즈마 멸균 장치는 진공 밀봉이 가능한 진공 포장지로 구성된 포장용기 플라즈마를 발생시키어 질소와 산소 활성종(RONS: Reactive oxygen and nitrogen species)를 포함하는 멸균제를 상기 포장 용기에 제공하는 플라즈마 소스 및 상기 포장용기에서 공기를 배기하는 배기 펌프를 포함한다.
