PROBLEM TO BE SOLVED: To provide a sheet-shaped cosmetic which can be suitably used as a sample for having a feeling similar to that of the product to be sold, and also can be inexpensively produced by a simple method.SOLUTION: The sheet-shaped cosmetic is obtained by: a step (1) of mixing a cosmetic raw material, a binder (B) and a volatile solvent (C) to be a slurry shape a step (2) of atomizing the slurry-shaped composition obtained by the step (1) onto a sheet-shaped base material and a step (3) of drying the sheet with a cosmetic layer obtained by the step (2).
