PROBLEM TO BE SOLVED: To provide a liquid cosmetic composition which is excellent in storage stability, and to provide a sheet-type cosmetic which is impregnated with the liquid cosmetic composition concerned and has high sebum removal property and an excellent feeling of use.SOLUTION: The invention provides a liquid cosmetic composition containing the following component (A)-(D): (A) 0.01-1 mass%, 1-1 mass% of polyoxyethylene alkyl ether having an alkyl group with carbon numbers 10-18, or polyoxyethylene alkenyl ether having an alkenyl group with carbon numbers 10-18, having HLB of 10-13, (B) 0.01-1 mass% of polyoxyethylene hardened castor oil, (C) 0.1-5 mass% of polyoxyethylene glycol which is liquid at 25°C, and (D) water, and a sheet-type cosmetic obtained by impregnating a sheet-shaped substrate with the liquid cosmetic composition concerned.
