An obj ect is to provide an emulsified cosmetic composition which can impart satisfactory taut feeling and yet is free of stickiness, by incorporating polyvinyl alcohol into a soap-based emulsified cosmetic composition. The present invention relates to an emulsified cosmetic composition comprising: (a) polyvinyl alcohol: 0.01% to 1% by mass； (b) a polyethylene glycol having a molecular weight of 15,000 to 25,000: 0.01% to 5% by mass； (c) a higher fatty acid； and (d) a neutralizing agent.비누계 유화 화장료에 있어서, 폴리비닐알콜을 배합해서 양호한 팽팽한 느낌을 부여할 수 있고, 또한 끈적임이 발생하지 않는 유화 화장료를 제공하는 것을 목적으로 한다. 본 발명은 (a) 폴리비닐알콜: 0.01∼1질량%, (b) 분자량 15000∼25000의 폴리에틸렌글리콜: 0.01∼5질량%, (c) 고급 지방산, 및 (d) 중화제를 함유하는 것을 특징으로 하는 유화 화장료에 관한 것이다.
