The invention provides a rice stirring device and can also be used as a vinegar mixing device for mixing the vinegar and the rice.The wind is blew from the a blowing in part into the container to stir the rice. The rice stirring device comprises an opening part and a shaft part which is swung for stirring the rice. The blowing in part comprises a fan for generating wind, and a blowing-in port for blowing the wind into the container. The blowing in direction of the wind is the intersection direction of the shaft direction and the swinging direction of the container.
