A functional particle 2 is held between the fibers 1 present in at least a surface layer part 11 of the base part 10. The surface layer part 11 is solidified in a state of maintaining water permeability and/or air permeability between the inside and the outside of the base part 10, and the functional particle 2 is held in a state of contacting the fibers 1 present in the surface layer part 11 at a plurality of parts.
