PROBLEM TO BE SOLVED: To provide a method for producing personal care compositions.SOLUTION: The method for producing personal care compositions of the invention comprises (1) producing a high temperature oil phase comprising a surfactant and a high-melting point fat compound, (2) producing a low temperature aqueous phase comprising an aqueous carrier, and (3) mixing the oil phase and the aqueous phase to form an emulsion. The step (3) of mixing consists of (3-1) supplying either of the oil phase or the aqueous phase into the high shear field having the energy density of about 1.0×102 J/m3 or more, (3-2) supplying the other phase into the field of (3-1) directly, and (3-3) forming an emulsion. The step (3) of mixing uses a homogenizer having a rotating member.
