PROBLEM TO BE SOLVED: To provide a production method of a hair conditioning composition and other personal care compositions which convert a surfactant and a fat compound to an emulsion effectively.SOLUTION: The invention provides a method for producing cationic detergents, high-melting point fat compounds, and compositions containing an aqueous carrier, comprising (1) producing a high temperature oil phase containing a surfactant and a high-melting point fat compound, (2) producing a low temperature aqueous phase comprising an aqueous carrier, and (3) mixing the oil phase and the aqueous phase to form an emulsion. The mixing step (3) comprises a step (3-1) of supplying either of the oil phase or the aqueous phase into the high shear field having an energy density of about 1.0×102 J/m3 or more, a step (3-2) of supplying the other phase into this field directly, and a step (3-3) of forming an emulsion.
