PROBLEM TO BE SOLVED: To provide a growth promoting aqueous solution for promoting the growth of agricultural crops and fish using plasma, an apparatus for producing the same, and a production method for agricultural crops and fish. A method for producing agricultural products or fish includes an aqueous solution preparation step of preparing a raw material aqueous solution containing L-sodium lactate, sodium chloride, potassium chloride, and calcium chloride, and irradiating the raw material aqueous solution with plasma. And a growth promoting aqueous solution manufacturing process for producing a growth promoting aqueous solution, and a growth process for mixing the growth promoting aqueous solution with the breeding water for growing crops or fish.
