PROBLEM TO BE SOLVED: To provide a new-type of greening base plate attachable directly to a roof, wall, or structure surface without need for frequent watering, a large-area raising place, and extended cultivation period.SOLUTION: A three-dimensional net structure 2 includes a packed layer 3 into which seedling bodies of moss are packed a water-retaining layer 4 over the packed layer and a rhizoid holding layer 5 under the packed layer. The seedling body of moss is cut into small pieces, formed into granular shape, and included into spherical capsules. The water-retaining layer is coated with water-retentive material and has an opening 6 in a ceiling plate, or is laminated with water-retentive netlike material with an opening to provide an opening in the ceiling plate. The opening in the water-retaining layer is made to be smaller as it becomes closer to the rhizoid holding layer.
