The board wall is horizontally arranged, and plants are planted between the board wall and the rocks. Water is supplied to the planted plants. The roots of the plants are grown in first spaces between the rocks and second spaces between the board wall and the rocks. The board wall having the plants is transferred to a construction site and is fixed to a retaining wall using fixing units.
