The present invention relates to a scaffold having a core-shell fiber structure including a biopolymer core containing a drug, a method for preparing the same, and a pharmaceutical composition including the scaffold on which FGF2 and FGF18 are loaded for bone regeneration. The scaffold having a core-shell fiber structure of the present invention may contain two or more drugs, and be used for various purposes due to different release rates of the two drugs.
