PROBLEM TO BE SOLVED: To provide a composition in the form of W/O emulsion that contains a relatively large amount of water and, if the composition contains an active ingredient, can improve or enhance percutaneous absorbency of the active ingredient.SOLUTION: A composition in the form of W/O emulsion contains (a) at least one emulsifiable silicone elastomer, (b) at least one amphiphilic polymer, (c) at least one polar oil, and (d) water. In the composition the amount of (d) water is 50 mass% or more, preferably 60 mass% or more, more preferably 70 mass% or more, relative to the total mass of the composition. The composition is stable and can maintain its homogeneous emulsified state for a long time.
