PROBLEM TO BE SOLVED: To provide a production method capable of forming a vesicle with high efficiency.SOLUTION: A method for producing a vesicle composition wherein a continuous phase is a water phase includes: a step (i) of melting an oily phase containing the following components (A)-(C): a component (A) a fatty acid having a total carbon number of 12-40, component (B) a tertiary amine compound having a total carbon number of 8-75, and a component (C) an organic acid having a total carbon number of 1-10, at a temperature higher than a melting point of the oil phase and a step (ii) of adding and mixing a water phase into the oil phase obtained by the step (i).
