A method for producing a vesicle composition in which a continuous phase is an aqueous phase, the method comprising: an oil phase preparation step for dissolving an oil phase, containing the following components (A) to (D) (component (A): a fatty acid having a total of 12-40 carbons component (B): a tertiary amine compound having a total of 8-75 carbons compound (C): an organic acid having a total of 1-10 carbons compound (D): a first polyhydric alcohol), at a temperature not lower than the melting point of the oil phase an emulsification step for mixing while also adding an aqueous phase to the oil phase obtained in the oil phase preparation step an addition step for adding a component (D) (a second polyhydric alcohol) after the amount of aqueous phase that has been added to the oil phase is one or more times the mass of the oil phase and a cooling step for cooling the resulting composition after the emulsification step.本發明提供一種囊泡組合物之製造方法,該囊泡組合物係連續相為水相者,該製造方法包括:油相調製步驟,其係使含有以下成分(A)~(D)之油相於該油相之熔點以上之溫度下溶解,即成分(A):總碳數12~40之脂肪酸、成分(B):總碳數8~75之三級胺化合物、成分(C):總碳數1~10之有機酸、及成分(D):第一多元醇;乳化步驟,其係一面於藉由該油相調製步驟而得之油相中加入水相一面進行混合;添加步驟,其係於添加至該油相中之該水相之量達到該油相之1質量倍以上後,加入成分(D):第二多元醇;以及冷卻步驟,其係於該乳化步驟後,將所得之組合物冷卻。
