The present invention is to formulate a powder intranasal administrating preparation comprising particulate steroid hormones with an average particle size of 50~300μm as active ingredient. The above powder intranasal administrating preparation may further comprise water-soluble polymer (especially, water-soluble saccharides such as cellulose having hydroxyalkyl groups). The above particulate steroid hormones may be formed as testosterone and/or derivatives thereof. The above water-soluble polymer may be particulate. The ratio of the above water-soluble polymer is about 1~50 parts by weight to the above particulate steroid hormones 1 part by weight. The above powder intranasal administrating preparation may be a powder intranasal administrating preparation capable of adjusting the Cmax of the steroid hormones lower than 15 ng/ml.
