PROBLEM TO BE SOLVED: To provide a method of efficiently manufacturing a toilet roll having a paper tube whose insides a deodorant is applied on.SOLUTION: In a paper tube forming procedure where a plurality of paper tube body paper sent out from a raw fabric roll is spirally wound around a mandrel shaft to form a cylindrical part continuously and the formed cylindrical part is cut at a several-folded width of a toilet roll to form a long paper tube 0.5-1.5 g/mof a chemical liquid which is a mixture of a lubricant and a deodorant is applied by roll transfer on a surface, which becomes an inner surface of the paper tube, of the paper tube body paper located on the inner surface of the paper tube, out of a plurality of the paper tube body paper sent out from the raw fabric roll, before being wound around the mandrel shaft.
