The present invention relates to a solution for dissolving chitosan and a method for manufacturing an aqueous solution of chitosan. More particularly, the method comprises the steps of: (a) dissolving a peptide in purified water to manufacture a peptide aqueous solution； (b) dissolving an organic acid in purified water to manufacture an aqueous solution of an organic acid； (c) mixing the aqueous solution of the peptide of step (a) with the aqueous solution of the organic acid of step (b)； and (d) adding the mixed solution of step (c) to the purified water and mixing. According to the present invention, the method can rapidly dissolve chitosan, has no skin irritation and odor, has excellent skin-spreading properties, and can maximize the efficacy of chitosan.
