The present invention relates to a method for solubilizing rebamipide, which comprises the steps of: (a) dissolving rebamipide or a pharmaceutically acceptable salt thereof, cyclodextrin or a derivative thereof and a base into water to obtain a solution having pH of 8.5 or more and (b) adjusting the solution obtained from step (a) to pH of 7-8.5. The present invention also relates to a solution for treating a dry eye syndrome obtained by the method. According to the method, rebamipide is dissolved completely into a state of aqueous solution, and the resultant solution retains a stable solution formulation even after 2 months in an acceleration test. In addition, it is shown that the solution obtained by the method according to the present invention provides improved bio-availability by virtue of an increase in absorption and retention at the cornea and conjunctiva.
