PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion cosmetic which suppresses unevenness caused by flipping after application, has excellent spread during application of powder foundation, and refines makeup deformation after a lapse of six hours since application of powder foundation.SOLUTION: An oil-in-water emulsion cosmetic comprises: (A) 0.05 to 5 mass% of hydrophobic modified polyether urethane represented by general formula (1) where R, Rand Rare hydrocarbon groups, Ris a hydrocarbon group optionally containing an urethane bond, Ris a straight chain, branched chain or a secondary hydrocarbon group, m is a number of 2 or more, h is a number of 1 or more, and k and n are numbers of 0 to 1000; (B) 0.1-40 mass% of perfluoropolyether or fluorine modified silicone that are liquid at 25°C; and (C) particulate zinc oxide with a specific surface area of 10-100 m2/g.
