PROBLEM TO BE SOLVED: To obtain an aerosol composition and an aerosol product in which at least a portion of a discharged substance is frozen immediately after a discharge, and in which the frozen substance is melted to foam when water is added thereby forming a cold foam.SOLUTION: The aerosol composition contains an aqueous stock solution containing 5-70 mass% of surfactant and a liquefied gas. The liquefied gas, which consists of lipophilic and hydrophilic liquefied gases, is contained in an amount of 60-90 mass%.
