PROBLEM TO BE SOLVED: To provide a foam-forming aerosol composition preventing its aqueous component and oily component from separating mutually, allowing uniform jetting without shaking a container before use, and reducing stickiness without containing any polyol to improve sense of use.SOLUTION: A foam-forming aerosol composition consists of: 90.0-99.0 wt% of a stock solution including an aqueous component and an oily component and 1.0-10.0 wt% of a propellant including a 3-5C hydrocarbon as a principal ingredient.
