PROBLEM TO BE SOLVED: To reduce an influence of the turbulence of pulse waves and find a pulse rate from pulse wave data in a short delay time.SOLUTION: A short-term average calculation section 603 receives an input of the pulse wave data acquired from a change in a blood flow and calculates an average interval of the last predetermined beat per minute. A fluctuation amount calculation section 604 calculates a fluctuation amount, or a value obtained by accumulating absolute values of differences between average intervals of the last predetermined beat per minute and the intervals of the actual pulse wave for a predetermined time. A pulse wave interval evaluation section 602 outputs an evaluation result, or a result acquired by evaluating the pulse wave data based on the interval between the pulse wave data and the pulse wave one beat before, and the average interval of the predetermined beat per minute. An average width determination section 606 determines the width for an average value calculation based on either of the fluctuation amount and the evaluation result.
